               Delegate Doyle moves to amend the bill on page 3, Section 1n, line 37, following the period, by inserting the following sentence: “Such certification may only be made after an environmental impact statement is prepared by the Department of Environmental Protection that shows no potential negative impact on groundwater and only after a public hearing is held in the county where the site will be located.”
